Unfortunately, the mindset of management has been to avoid giving them any more responsibility because that would mean giving up authority. Yes, this new workforce is skilled and educated. They have built an information base on the operation of the plant that nobody else possesses. Yes, they are an expensive resource compared to labor in the developing areas of the world.
